Default Volume (Sound) is too low - How do I reset this?

In that past few weeks, my Windows XP resets WAVE sound at startup to very
low. I have to go to volume control program and drag Wave level up to the
highest. And every time I restart my computer it resets that Wave sound to
the lowest again and again. How do I set Wave sound to the highest once and
for all?
