Default Vista Profile for Mixed Keyboard Locale's

Hello,
Our environment has over ten different Locales which all use the default
English Vista Native operating system. We created our default Vista Profile
where the default language was set to en-US but is there a way to configure
multipe default profiles which live on each NETLOGON share in each location
or is this configurable through Unattended.xml? As far as our
Unattended.xml, we set the Locale based on location but the language gets
set to en-US when a user logs on for the first time.
