When a user creates a new account on my system, they are
given Power User permissions by default. Can someone tell
me how I can change this default to Users (or whatever
level I choose)? Thanks for any help.

Bryan,

If you create your users through the "Local Groups and
Users" snapin, it defaults the accounts to the users
group.

You can use this by doing the following:

Start > Run > lusrmgr.msc

In there click the users folder and "New User".

It's not as fancy as the windows wizard but is a bit more
managable.

Hope this helps
