First, to verify the change is actually being saved in the Normal template,
click the Office Button, click Word Options, and in the Advanced section
(under Save) turn on "Prompt before saving Normal template". Then instead of
opening the Normal template, click the dialog box launcher in the Paragraph
group, make your modifications, and then click the Default button at the
bottom. After you confirm the change, exit Word and you should be prompted
to save changes to the Normal template. If you don't encounter the prompt
then it could be a third-party add-in, such as an Adobe add-in, is
preventing the changes from actually being saved.
