does anybody know how to set it in such a way that when
any is saved it is saved to default storage drive/folder

I think you can use roaming to declare home folder paramenter.

This all depends on the application that's displaying the Save dialog box.

Unfortunately, there's lots of poor quality software out there that doesn't
follow the Microsoft programming guidelines. There's not a lot you can do to
fix that, short of yelling at the vendor of the software.
