Default Reading Pane Settings

We have a medium to large TSE and would like all users to initally start
Outlook 2003 with the reading pane set to bottom, then they can modify if
they wish. I have seen a few possibilities, such as using an OPS or PRF file,
but I am not sure what the best method to use to accomplish this.

To add to this, if there is a way to accomplish this, if you could give
detail as to how I would accomplish this, settings, registry changes,
anything that would help. i would appreciate it. Thanks in advance.
