Default printer changes at logon

A new PC image has been used at work and every time a user logs onto
the computer the default printer is changed to the lowest printer in
the list.
I have looked about but not found anything that gives a reason for it
happening. It is nothing to do with the printer losing connection, as
it will happen on the MS Document Image Writer from Office if it isn't
the lowest printer.

Printers are connected via LPT, USB, Novell iPrint (ipp), standard TCP/
IP and all are affected. Even just doing a logoff/logon the default
printer can change.

Have you checked domain user/computer policies?

The computers aren't on a domain (and won't be for a while). There
aren't any computer policies on the PC that should affect the local
printers. It appears to be a side effect of the PC image was created
but wasn't intentional.
