Default printer changes constantly on Win 2k3 Server and Citrix XP

How can I prevent the default pritner from chnaging on its own for every user
on my network? A user will set their default printer and work in an
application, then go to print and find that the default has been changed on
its own to another printer. I have tried to set it in both their local and
Terminal Service profiles but it still keeps changing. Any help at all will
be greatly appreciated. Thanks in advance.
