DEFAULT POWER CONTROL PANEL SETTINGS

Does anyone know of a way to set the default power
settings for windows xp when adding new users.. they all
default to screen blanking in 20 minutes and turn off
hard drive never...I would like to chnage those defaults.
Also - is there a way to change the default home page
from msn to something else for new users ??
