When I double click the "Closes this program and opens image for editing"
ICON on the "Windows Picture & Fax Viewer" window the default program that
comes up is "PAINT!!!!" When my computer was new that clicking that ICON
would take me to a very nice photo editing program where I could do all kinds
of neat things. How do I assign a better Photo Editing program to open when
I click that ICON??. Any help appreciated.

Got to windows explorer. Right click on the file and choose "Open with".
Select the 'choose program' you want to use to view this file and click
the box that says "always use this program to view this file"
