No point ranting here - this is a user group, but if you wish to fix this
issue, set the regional settings of Windows to UK. The software is produced
in the USA so it seems reasonable they should have USA defaults. It doesn't
mean you can't change them. The computer doesn't know where you live until
you tell it. Problem is many PC assemblers don't bother to do that.
