Default Menu on rick click on Desktop

Trying to help a friend.
Went to make a folder on the desktop by right clicking but no drop down
menu.
In order to make a folder I had to go to the My Documents and right click
and make the new folder then cut and paste to the desktop.

The right click menu was in My Folders but did not show on the desktop.

When I right clicked on the desktop I got a small rectangular box for Adobe
Flash settings and properties/

My friends PC has a an Active Water Fall Wall Paper with Birds flying
around. Might
this wall paper be using Adobe Flash and the desktop?

Any thoughts.

Do you experience the same problem when logging on as a different user?

PC only has one user but a good thought. I will add second user with
standard wallpaper and see what happens.
