default mail client is not properly installed

I use OL 2003. Consequently, I have it as my choice for email in Internet
Explorer/Tools/Options/Programs tab. I recently had in the text of an email
an email address and clicked it to send an email to that address.
Unfortunately, an IE window popped up and I got an error message stating
"... default mail client is not properly installed"

Can someone tell me how to fix this problem? Thank you in advance.
