A friend of mine was impressed with the Dell Inspiron 1010 that I am
using so he got one. The problem is everything he types is in French.
Can the default language be changed to English?

Generally no: the language of the WinXP Operating System
is hard coded, is set at installation and cannot thereafter be
changed.

Applications handle this separately, e.g. MS Word can be
configured to have either English or French (or a dozen others)
as its default language.

Typable characters are a third class, governed by keyboard
driver (selectable for various languages under Windows): both
the OS and (most of) the apps call such code, if loaded. As you
probably know, Alt + keypad lets us enter characters not in the
default alphabet, e.g. accented vowels.

If your friend bought new a Dell set up in French when he
wanted one in English, he ought to be able to exchange it
if he acts promptly.

Yes, the default language can be changed to US English or Canadian
English, depending on which you want. There are other Englishes too, so
read the list carefully so you don't end up with a UK english or others
available.

Assuming it's a new computer, how to make the change should be clearly
spelled out in the documentation that came with it. Since you're in
Canada it was probably purchased around the Montreal area, I bet<g>.

There is 2 Official languages in Canada. They are English and French as you know.
Please check the OS that is installed by Dell when you purchase a system from them
in Canada and see if French was installed as the Default OS and the language was
then changed to English by your friend or by the Retailer from where he purchased
the Dell computer from. (Yes in Canada you can Purchase a Dell from a Retailer)
This issue was known to happen in Canada and especially in the province of Quebec
and eastern Ontario

Does that line above not give you a hint? Your OS is French Canadian. Anglais as you
well know is English in French
Your OS is French (Canadian) And there lies your issue
