Default to LAN connection when Dial-up is present

Sorry I posted this on the Setup board also then realized this may be more of
a general question.

Using Windows XP Pro and IE 6
Our GPO prohibits allowing the user to change the connection settings in IE.
When I set up a laptop with dial-up connections even though the connection
settings in IE show "Never Dial a Connection " (It is greyed out) it still
wants to dial a connection. Is there a way in the registry to make sure it is
set to Never Dial a Connection and that the Work Offline is unchecked for
every profile current and future?
