In CtlPanel/Keyboard I have 3 different Input Locales. It looks on
screen (but not abbreviated) like:
Input Language Keyboard layout/ime
EN English (United States) US
EN English (United States) United States - Int'l
FR French (Canada) Canadian Multiling Std.
All three keyboards will work correctly if chosen manually. The first
item - English with US keyboard layout is shown as the default. The
problem is, whenever the machine boots, it defaults to the second
choice, English with International keyboard. I have to manually open
the language bar and change to the US keyboard.
I do not when I click on the taskbar icon for the language bar, and
click on Settings, I get a box called Text Services. There, English
shows as the default language. However, under it both keyboards are
listed and there is no indication of default. It appears they are in
alphabetical order. That is, United States-International comes before
US. I don't know if the order matters and that's why I always start
with the international keyboard. There doesn't seem to be any way to
change the order in Text Services.
I couldn't find where these things are stored in the registry. The MS
KB had a reference for Win XP, but it seemed to be a different
problem.
