You can set the home page on all the systems and then lock out any changes
via the registry:

Use System-based Internet Restrictions
http://www.winguides.com/registry/display.php/1133/
Or set the home page and disable it via group policy - \User
Configuration\Administrative Templates\Windows Components\Internet Explorer\
