Default font for email messages

I have set my Tools-> Options-> tab Mail Format-> Stationery and Fonts...
for Arial 11, BUT when I go to type a new message it defaults to Arial 12.
What am I doing wrong?

What mail format are you using and did you change it for all formats?

I am using HTML. I have changed it for all options, but it still defaults to
Arial 12.
