default encoding

I had a problem for a long time when accessing most
websites, there would be a red "x" in the spot of the
image files, and the page layout wouldn't load correctly.
I finally figured out the problem was that my encoding
was being set to a variety of options. So now when I go
to any website, 90% of the time I am forced to click
on "view, encoding, western european". The "auto-select"
function selects the wrong encoding, and I can't go
through almost any website without changing my encoding
at every single page. Is there any way I can change what
my default encoding will be for every page I visit?
