Default dictionary changes - especially in Replies

I have installed Outlook 2003 and fully updated it and selected Australia as
the default dictionary but whenever I reply or forward an email and do a
spell check before sending I ALWAYS get the U,S. dictionary despite the
Options settings showing Australia as the default.

If I change to Australia in the drop-down list it changes the word I am
selecting but subsequent words go back to U.S.!

I have even done a detect and repair but the problem persists.

What's happening and how do I correct it PERMANENTLY so my default
dictionary is Australia?
