Have you tried PFDavAdmin (
http://www.microsoft.com/downloads/d...4-E2422C0AB424). It can manage mailbox folder permissions, as well as public folder permissions.
I know of no way to set default folder permissions.
Also, I think you are in danger of confusing delegate access with folder permissions. Folder permissions are just that -- the ability to view, edit, delete or some combination thereof in a particular folder. Delegate access includes two other features that you almost certainly do not want for everyone -- forwarding meeting and task requests to the delegate and ability for the delegate to send mail on behalf of the mailbox owner.
