Default Arrangement of Mail in Folders

I have a detailed set of folders and subfolders in several pst folders.

The default sort order of every mail folder or every new mail folder that I
create is by "To." I want that default to be by "Date."

Is there a master "default order" selection that I have not found yet so
that I do not have to go to each folder and sub-folder (of which there are
about 573 at last count) and change the sort order via "View - Arrange By -?"

Change the default Messages view template instead;
View-> Current View-> Define Views

The default is to sort by Date so you somehow must have modified this view
already. To quickly reset all the views at once, start Outlook with the
/cleanviews switch. Any modifications that you then make to the default
Messages view will be applied to all folders then.
Start-> Run; outlook.exe /cleanviews
(note the space in the command)
