how to deep freeze users on windows xp home?

I am a student software developer, and I use my home machine for a variety of uses. There are several users on this machine, and for security and integrity purposes I would like to limit certain users to perform a system resore upon login/logout. This is to maintain settings for development as well. Is windows xp capable of this action, and is this the proper method for limiting changes to the machine? How would I go about making this happen in xp?

Any information would be helpful, thanks in advance
