Hello,
Is it possible in Windows 2000 Server to dedicated one or
more processor for a application and keep free processor
for a other usage. In the case when there are 4
processors on a server.

Right click on the .exe in task man and you can limit it to 1 CPU.
DataCenter versions allow for resource management like you are describing.
