Decrypted Office 2000 files created in Windows XP will not Open in Windows 2000

I had a user that was on Windows XP Professional running
Office 2000. Before installing Windows 2000 on their
computer (clean install), I unencypted their data (logged
in as that user) and then burned a CD of the data (again,
logged in as that user). Now when I attempt to access
Word files they look like garbage and Excel files give the
error "the file is not in a unrecognizable format).
Help!!!
