How to fix:

disable the program RCMAN from Creative Audigy Soundblaster cards.

Start - Run - MSCONFIG - Startup - disable RCMAN.

after the next reboot, RCMAN won't startup, and when you shutdown your
computer, you no longer have the deblog.log error when shutting down
WinXP.

when this doesnt help, go to IE6 - Tools - Advanced - Browsing -
Disable automatic script logging.

that will disable the error logs so it won't crash when shutting down.
