What utility should one use to deactivate an active thumb drive?

You could always sit on it and swivel....

When its plugged in? You can always use the Safely Eject button in the
notification area.

Drives, partitions. and even thumb drives can be active or not. Seeking
utility that will allow me to de-activate a thumb drive.

I know how to "safely" remove a drive.
