DDR Memory Advice

In my Gigabyte GA-8KNXP motherboard I can use PC3200
memory with a CAS latency of 2 or one of the newer PC3700
or PC4000 memory modules with a CAS latency of 3. I
currently don't plan on overclocking my memory.
Overclocking is something I might try in the future
however. Here are my questions. If I run PC3700 or
PC4000 memory at my motherboard stock speed of 400 MHz,
will it only run at CAS 3? If this is the case, wouldn't
I get the best performance from PC3200 memory with CAS
2? Is PC3700 or higher only a benefit if you run it at
overclocked speeds?
