DCHP error

If I use IE6 to connect to the web I have no problem, however once I have
used Outlook Express I get the DCHP error in Event Viewer as per attached
screenshot.
Is this a fault with my computer or with the Broadband Supplier.
If my computer please advise how to cure this issue.
