I have two existing DC, one W2K Server SP4 (PDC) and one WNT 4.0 Server SP6
(BDC). THen I add a new W2K server SP4 as DC and when I try to run
synchronization on the AS Sites and Services, and see the System Event
Viewer, I cannot see any Netlogon lines that servers are synchronizing. And
when I saw on the Security EV, I don't see any users that are logging on to
that DC. What did I do wrong?

It's not really a PDC -- it is a DC (that probably holds the
PDC Emulator etc.)

Almost always it's DNS, DNS, DNS: replication and authentication in
Win2000+ domains is dependent on DNS.

(For NT, frequently it is a NetBIOS problem in general and an need
to correctly setup WINS in specific.)

Make sure you DNS servers are DYNAMIC. Make sure that all clients
are configured to use the internal, DYNAMIC DNS ONLY.

Remember that DCs and other servers are DNS clients too.

Restart NetLogon service on the DCs if you have to fix any of that.
