DC down in a site, how do users log on to domain?

If a domain has many sites, and has a DC at the root. Each
site has a DC, if that dc is unavailable can the users log
on using the DC at the root of the domain, or hoe is the
secondary dc set?

As long as workstations in the Site point to a functioning domain DNS server
and routing is still functional, user logons will be directed to a DC
outside the Site when Site DCs are not available. See:
