This one will compare structures:

Not sure about data; I know that Total Access Detective will do so, but it's sure not free. I own and use a copy, and it
does a decent job:

You could create queries that will do this for you, of course, depending on how your dbs are structured ...

CompareDataWiz for data within mdb.

I used CompareWiz several years ago and got the results I needed with no
problems (but either prices have gone up a lot during the interim or my
memory is leaky).
