Daylight Savings Time change not observed

I have the "Automatically adjust clock for daylight savings changes" checkbox
checked, but it says that it is Pacific Standard Time. I can change the time
manually, but it periodically reverts to the incorrect time. I have no idea
why this is happening because even when I try to download the listed update
it says it cannot run it because it or a newer version has already been run.
Please help.

I have tried to apply it and get a message saying that it (or something
newer) already has been applied. Unofficial Windows 2000 Daylight Saving Time
Patch
Update

may work. I have applied it and at least for now the my "Current time zone"
reads as "Pacific Daylight Time".
