Daylight Saving Time Update Quit Working

I downloaded and installed the KB931836 update for daylight savings
one month ago. It worked fine until last week. Now the time is one
hour behind. I'm in the Central Time Zone. I've looked through the
Microsoft Help and Support site but I can't figure out why the time is
wrong again. If I remove the update will the time be correct? But, I
suppose if I do this I'll have to go through the whole thing again
next fall.

Thanks Newbie Coder, but that's where I got the KB931836 update to
begin with. Microsoft hasn't changed the update since I downloaded
it. The time is STILL one hour behind.
