Has there been a patch issued for Win2kproSP4 that corrects the DST
especially this year (early March) or was it already issued in an update
last year? I think there was something that I read back then, but with
Win2k, did it get updated for the DST changes? Is there a patch number I
could look for to check it?

As far as I know Microsoft didn't issue a patch for Windows 2000, they
instruct users to do it manually. You can change it with the TZedit
utility (available on the Microsoft site) or use the Intelliadmin fix
suggested by Andy.

Win2K was already in extended support, which means only security updates
are issued. That means any permanent changes have to be done manually,
or through 3rd party software.

I also had a similar issue with Outlook that required running an MS
utility to manually adjust the DST settings.
