Is there any way to add a date range [Effective from/to] to an OOO rule
without using one of the actions? None of the actions are desired by the
user.

Is "Upgrade to Outlook 2007 where Out of Office has a date range" an option?
Because, otherwise, no, not an outlook feature. Something could always be
written (and there may be third party options to purchase, check
http://www.slipstick.com for those).
