I had never seen this either, but I do have 1 more suggestion, go to the
control panel open regional & language options, make sure it states English
(US) & USA at the bottom, choose the advanced tab, if not already, then
change to English US, then put a check mark on apply to current and all users
at bottom, go back to the regional options tab at the top, click on customize
next to English (US), click the Date tab on the short date field make sure it
states MM/DD/YYYY, or what ever option you prefer.
