Database does not open but msaccess starts

Why would one database open from an asp page or html page and another located
in the same folder not. When clicking on the link to the database - get the
window to run, save or cancel. I click run, screen blinks and then nothing
happens. When I look in task manager I can see msaccess.exe is running.
However nothing is showing in the taskbar. If you click link and run again,
it starts another session of msaccess.exe as seen from task manager. I have
tried using the following to flush out the issue to no avail: dependency
walker, filemon and regmon.
