"The data is invalid" driver installations fail on XPSP2

My daughter's PC has recently (she's not sure when) started to not allow
drivers to be loaded. We are trying to get her phone, or MICROSD card to be
recognised and this highlighted that all NEW hardware can't be loaded via
USB. Virus scan has found nothing.
Any ideas? Help much appreciated.
