Data Execution Prevention Service shuts HELP & SUPPORT in Vista!

Every time I try to access Help on my laptop running Vista Home Premium, it
is closed down by Data Execution Prevention Service. What good is an
operating system that doesn't allow its own Help file to run?? I have tried
to configure it differently, but the only alternative appears to be to stop
ALL programs except those I specifically make exceptions! HELLO!!! Does this
make sense? There MUST be a way to make an otherwise good system work better.
