Data Entry Yes/No property on the Form

I'm having difficulties figure out why is the Data Entry property occasionaly
defaulting to "No" in design view of the form. If the Data Entry property is
set to "No" the users can't retrieve any records on the form. Users are
entering the form via switchboard that enables them to enter new record, edit
existing records or view all records in the form view.

Occasionaly user calls me that he can't access any records and the issues
ends up being the Data Etnry set to "No". When I changed it to "Yes" it works
again. Do I need to create different forms for entering and editing data?
