Data CD-ROM not recognized unless it is in drive at boot time

I am running Windows 2000 Advances Server on an IBM
IntelliStation M Pro. It has a Samsung CD-ROM SC-148C
installed. When I put a data CD in the drive and click on
the drive letter in Windows Explorer it seems to think
there is not a CD inserted and displays the
message "Please insert a disk into drive E:". If I have
the same data CD in the drive when I boot the PC it works
fine.
Anybody know how to get it to recognize a CD if it isn't
in the drive at boot time?
