Data Access Page will not generate

I am working with Access 2000 and would like to create a data access page
from either a table of query. However, when I go to 'Save as', Data Access
Page is not a listed option.

I have also tried to create the page using the wizard and it keeps telling
me that it could not create the page.

Is there something over and above a standard installation that needs to be
added in order to gain this functionality?

Any suggestions would be helpful.
