The .dat file is usually associated with the Video CD format. This operates
with MPEG2 compressed video. The total bit stream is 180 kbits/sec and
conforms to a CD played at x1 speed with no error detection or correction.
I believe the sound is stereo encoded to MP2 standard (but may be wrong on
this last point).
Windows Media Player should play it out of the box.
