Is it possible to display cyrillic text in the command prompt? If so, how?

Have you tried running cmd.exe with the /U switch?

/U Causes the output of internal commands to a pipe or file to be Unicode

IMO that won't help. IF the destination is the console, the output is
converted to the active codepage. Characters not contained in that cp
can't be properly displayed.

Right! The /U switch does not help
