Custum Menu won't dropdown

I added a new menu (with menu items) to the menubar ("&Report"). Pressing
Alt-R will activate/highlight the menu but it does not expand downward to
show the menu items like the standard menus (and like other custom menus I've
produced in the past with the same code). There are no other menus that
start with "&R".

Any ideas as to why this won't automatically drop down (expand) when I press
Atl-R?

Once the menu is highlighted, press the Enter key.
If that works, then there is another menu item with an "R" accelerator key.
It is the underlined letter that activate the menu, not necessarily the first letter of the caption.

That works, but it's an extra step and doesn't conform to the behavior of
other menus (including custom menus) that drop down automatically when the
accelerator key is pressed. I'm still baffled.
