Customizing the Start menu's Program Folder

My W2k desktop was built by someone else under a "corporate standard"
approach. I've noticed separation lines in a couple of places, and want to
use them in other places. What is the process for inserting a line?

I also see that several of the folders in the Programs entry (usually, but
not always, from software I've had to install / reinstall) show as
"depressed" while most are raised. What do I do to make them uniform, and
what made them appear differently in the first place?
