Customizing Outlook Security Features + Security settings cannot be saved

Hi Folks,

I'm trying to setup the 'Outlook Security Featues Administrative
Package'

I've downloaded it and installed it and setup the various pre-
requisites.

However I'm getting what appears to be an age old problem that seems
to have troubled many folks in the past.

Following the instructions it tells you to:

On a computer running Outlook ( do they mean that you need Outlook
open at the time you are attempting to do this ?) open up the
OutlookSecurity.oft from the working directory where you installed the
Outlook security tools.

When asked to select a folder it tells you to select the 'Outlook
Security Settings' public folder.
(BTW, exactly how or what procedure should be used to create the
public folder ?
The instructions say to create the folder in the root of 'Public
Folders', though you cannot do this from Outlook as the option is
greyed out.
However you can do this from Exchange System Manager, the subsequent
folder then appears in 'Public Folders\All Public Folders' anyway in
Outlook..is this correct ?) Permissions all set as per the
instructions..

Anyway after selecting the 'Outlook Security Settings' public folder
the 'Default Security Settings - Discussion' form appears.
What does the 'Discussion' bit refer to ? The instructions seem to
indicate that it should open in 'Compose' mode..is it ? how do I
tell ?

Next I choose Tools > Forms > Publish Form

Now here's another interesting bit, the instructions then tell you
that the folder selected should be your current folder, 'Outlook
Security Settings'

What the one in Public Folders ? my 'Look In box' says 'Outlook
Folders' at this point..do they mean click on the 'Browse' button and
change to the 'Outlook Security Settings' folder in 'Public folders
\All Public Folders' ?
The 'Browse' button is only available if you have Outlook open and
running so I guess thatanswers my earlier question ;-)

Anyway that's what I've done and entered 'Outlook Security Form' in
the 'Form Name' box and then click 'Publish'...

Ho ho..that doesnt work you have to type in a 'Display name' as well
or the 'Publish' button stays greyed out..what to type as the 'Display
name' ? the same thing ? These instructions are not very good at all !
OK, published !

...close down the 'Default Security Settings - Discussion' form
electing not to save as per the instructions..

Then back into Outlook, New > Choose Form > Look In > 'Public folders
\All Public Folders' select 'Outlook Security Form' and click on
'Open'

Then a quick prompt appears on screen saying installing something or
other..

Then the 'Default Security Settings - Outlook Security Form' appears.

I make a change, say selecting 'Show level 1 attachments' and then
click on 'Close'

Then...after a short delay I get the following message:

'The access levels on this security setting cannot be saved, probably
because of an invalid password. This setting is currently set as a
default setting for all users. You should either delete the setting or
save it again, and types the correct password'

OK, why is it saying this ? and what can I do next ?

I've found loads of posts with folks with the same problem, but none
with a solution that I can see thus far..

Outlook needs to be open to use the template as its an outlook template.
while double clicking it will open outlook, its usually easier to make sure
you are logged in using an acct that had admin rights - including the
ability to create PF.

If the acct you are logged into outlook has permission to create PF, the
option will not be grayed out and you can make sure the permissions are
correct for the folder. You also need to be logged into outlook with an acct
admin rights to edit the form, otherwise any user could make changes.

I'm down as an Owner in permissions tab on the Public Folder..

Permissions are:

Default - Reviewer
Jim - Owner
Administrator - Owner
Anonymous - Contributor
TestOrganization - Reviewer

Is that what you mean, or should I be doing something else as well ?

Perhaps I'll make myself a member of Domain Admins or Administrators ?
I don't really want to do that..

Tried it anyway..didn't work..

I've read nigh on twenty postings all with the same problem, none with
a solution..how can this be..?

...or perhaps it's staring me right in the face..

Sue ? looks like you were responding to some of the posts a while
back, did you ever get to the bottom of it ?
