Is there a registry key setting that will disable the ability for
users to remove category tags once applied to a message? I've located
the GPO settings which provide a basic facility to customize the
category properties in Outlook, but I haven't been able to identify
more granular settings to allow for finer control of the category
capability.

What version of Outlook? AFAIK, that is not possible in any version.
