Customize a new folder (for security reason)

I want create a folder in outlook (2003 but also , maybe, xp )
wherein the outlook user (that's not me !) can insert and delete the
content
but can't rename,move or remove the folder.

I need it because the folder is also the destination folder of
customized rule
and if the user remove or move or rename the folder then also the rule
crash.

Additionally i'd like to know if i can add in the popup menu
associated to that folder the "empty folder" command (exactly like
it's default in the deleted folder for example).

Depending on your mail environment and which version of Exchange you are
using, you can achieve most of this, if not all, by using managed folders.
Ask in an Exchange newsgroup if you need more details on that.
